영국정부, 공공대출권 제도를 전자책과 전자오디오북을 포함하도록 확대

2018년 7월 1일부터 영국의 공공대출권 제도(Public Lending Right Scheme)가 변화합니다. 마이클 엘리스(Michael Ellis) 도서관 장관(하원의원)은 공공저작물을 무료로 빌려주는 것에 대한 저자의 보상을 전자대출(e-lending)에까지 확대한다고 발표하였습니다. 이로써 영국은 공공대출 보상체계를 전자대출에까지 확대한 최초의 국가가 되었습니다. 공공대출권자문위원회의 톰 홀란드(Tom Holland) 위원장은 "정부가 21세기에 맞는 공공대출권을 지지한다는 것은 훌륭한 소식이다. 요즘 인쇄된 책이 독자들에게 다가갈 수 있는 유일한 방법이 아니라는 것을 충분히 알고 있는 저자들의 이익을 위해 이것은 엄청나게 도움이 될 것이다."라고 말했다고 합니다. 공공대출권 제도는 매년 영국 정부를 대신하여 영국도서관(British Library)이 운영하고 있으며 매년 2만2천 명의 작가, 일러스트레이터, 사진작가, 번역가 및 권리 보유자에게 6백만 파운드 이상의 보상금이 지급됩니다. 한편, 영국 공공도서관의 전자대출은 지난 6년 동안 큰 폭으로 증가했습니다. 2011년/2012년에는 75만 건이 대출되었는데, 작년에는 6,750,000건이 대출되었습니다. 참고로, 영국정부는 2017/18 회계년도 동안이 공공대출 보상금으로 6.6백만 파운드를 지불했으며, 저자 등은 대출 당 7.82p를, 최대 6600파운드까지 지급되었습니다. cf: https://goo.gl/2E5AZg

The British government fund that compensates authors for loaning their works for free from public libraries has been extended to e-lending, Libraries Minister Michael Ellis announced. From July 1, the Public Lending Right Scheme will cover ebooks and e-audiobooks that are loaned from public libraries across Great Britain. The change means that authors are eligible for payment in the same way if their works are borrowed electronically or as physical books. Tom Holland, chair of the PLR Advisory Committee, said: “It is excellent news that the Government is backing a PLR fit for the 21st century. This will be hugely to the benefit of authors, who are fully aware that printed books these days are not the only way of reaching their readers.” The Public Lending Right scheme is managed by the British Library on behalf of the Government, with more than £6 million of payments made to 22,000 authors, illustrators, photographers, translators and rights holders each year. E-lending in public libraries has risen dramatically in the past six years. Last year more than 6,750,000 works were borrowed electronically, compared to just 750,000 in 2011/12. The UK is one of the first countries to extend its library lending compensation scheme to remote e-lending.
