A Library Manifesto for Europe

 

Libraries matter for Europe – they are key venues for learning and civic engagement, windows for all to culture and heritage, and drivers of research and innovation. 도서관은 유럽에서 중요합니다. 도서관은 학습 및 시민 참여, 모든 문화와 전통을 위한 창문이며, 연구 및 혁신의 원동력입니다.

 

And in turn, Europe matters for libraries. To be able to build stronger, smarter and fairer societies, our institutions depend on the decisions taken in Brussels, Strasbourg and Luxembourg. We are looking for a Europe that helps us achieve our mission. 그리고 반대로 유럽은 도서관에 중요합니다. 더 강하고 더 똑똑하며 더 공정한 사회을 위해 우리 도서관들은 브뤼셀, 스트라스부르, 룩셈부르크에 이루어진 결정에 달려 있습니다. 우리는 우리의 사명을 달성하는 데 도움이 되는 유럽을 찾고 있습니다.

Europe should deliver an information promise –everyone should be able to access the information they need to improve their lives. Equity across Europe is key. To achieve this, it should help realise the potential of libraries to ensure that everyone has access to initiatives and projects that promote reading, literacy and learning for all, and develop appropriate metrics. 유럽은 정보 약속을 제공해야 합니다. -모든 사람들이 자신의 삶을 개선하는 데 필요한 정보에 접근할 수 있어야 합니다. 유럽 ​​전역의 형평성(Equity)이 중요합니다. 이를 달성하기 위해서는 모든 사람이 독서, 문맹 퇴치 및 학습을 장려하고 적절한 측정 지표를 개발하는 이니셔티브 및 프로젝트에 모든 사람이 접근할 수 있도록 도서관의 잠재력을 발현하는 데 도움이 되어야 합니다.

 

Legislative frameworks, funding programmes and associated regulations should be designed in a way that facilitates the participation of libraries, notably in developing digital skills and media and information literacy. Europe should strengthen libraries’ impact through education and training programmes that build capacity. 입법 체계, 재정 지원 프로그램 및 관련 규정은 특히 디지털 기술 및 언론 및 정보 활용 능력 개발에 도서관의 참여를 용이하게 하는 방식으로 설계되어야 합니다. 유럽은 사람의 역량을 키우는 교육 및 훈련 프로그램을 통해 도서관의 영향력을 강화해야 합니다.

Europe should be a world leader in promoting open science. It should deliver on the promise to make all publicly funded research publications open access by 2020, and use its resources to promote the necessary systemic change to make openness the default for science and innovation, allowing libraries to fulfil their missions. 유럽은 개방된 과학을 장려하는 세계적인 리더가 되어야 합니다. 2020년까지 공공 기금으로 운영되는 모든 연구 출판물에 공개적으로 접근할 수 있도록 한다는 약속을 지켜야 합니다. 또한 개방성을 과학 및 혁신의 기본으로 삼을 수 있도록 필요한 체계적인 변화를 촉진하기 위해 자원을 활용해야 하며, 도서관이 그 사명을 완수할 수 있도록 해야 합니다. 

 

Europe should ensure that its programmes deliver access for all, in particular to literary works, notably through supporting libraries, as the guardians of Europe’s documentary heritage, to digitalise and share their collections. It should ensure implementation of relevant legislation – in particular the Directive on Copyright in the Digital Single Market, as well as the Orphan Works Directive and provisions implementing the Marrakesh Treaty – in a way which supports these goals. 유럽은 도서관의 모든 프로그램, 특히 유럽의 다큐멘터리 유산 보호자로서의 도서관을 디지털화하여 소장 도서를 공유함으로써 특히 문학 작품에 대한 접근성을 보장할 수 있어야 합니다. 관련 법규의 이행, 특히 디지털 단일 시장의 저작권에 관한 지침, 고아저작물에 대한 지침, 마라케시 조약의 이행 조항을 이러한 목표를 뒷받침하는 방식으로 보장해야 합니다.

Europe should deliver a comprehensive plan for inclusive sustainable development at the regional level, recognising the importance of access to information, including through libraries, as a social investment and an essential factor for success. It should engage strongly at the United Nations in support of the SDGs, and urge others to commit meaningfully. 유럽은 지역 사회 차원에서 포괄적인 지속가능한 발전을 위한 포괄적인 계획을 수립해야 하며, 이를 통해 도서관을 통한 정보 접근의 중요성을 사회적 투자 및 성공의 필수 요소로 인식해야 합니다. 지속가능개발목표를 지지하는 유엔에 강력하게 참여하고, 다른 사람들에게 의미 있는 실행을 촉구해야 합니다.

 

EU accession and development funding should promote access to information and skills through enabling libraries to deliver on their potential. In order to support the conditions for growth and access to information beyond its own members, the EU should take a more constructive position in discussions at the World Intellectual Property Organisation on global limitations and exceptions to copyright. EU 가입 및 개발 기금은 도서관이 잠재력을 발휘할 수 있도록 함으로써 정보와 기술에 대한 접근성을 향상시켜야 합니다. 회원국의 성장과 정보 접근을 위한 조건을 지원하기 위해 세계 지적재산권기구는 세계적인 제한과 저작권 예외에 대한 논의에서 보다 건설적인 입장을 취해야 합니다.
