(1) Public libraries : Headlines CIPFA report December 2017
The position of public libraries is much worse than was reported by CIPFA .
28 (out of 151) English library authorities, including Birmingham and Leeds and
more than half of Welsh councils did not include all their key figures. Edinburgh and 4 more Scottish councils did not fully report and neither did any libraries in Northern Ireland. In all these cases either their performance declines or their costs and funding were not shown or included in the CIPFA report
Library book lending to adults in England has fallen by at least 70% in the last twenty years and loans to children by over 21% in just five years (영국 성인을 대상으로 한 도서관 대출은 지난 20년 동안 70% 이상 감소했으며 5년 만에 어린이 대출은 21 % 이상 감소했습니다.)
Only 2 library authorities show increased use over the past 5 years: Carmarthenshire and South Ayrshire.
Library use by children in major English cities is now falling rapidly
Purchasing of print books for public libraries in England has fallen from £80m in 2005 to just £36m last year(영국의 공공도서관을 위한 책 구입은 20058,000만 파운드에서 작년 3,600만 파운드로 떨어졌습니다.

Council library connected overhead costs are £122m per annum (over and above
library management costs) . This is paid back to councils out of net revenue funding granted to libraries by the same councils of £643m ( ie19%) . The council overhead cost is far too high and prevents expenditure on the service itself .
Total expenditure on public libraries was £943m in GB (3,745 libraries ) and £793m (2,958 libraries) in England. (공공도서관에 대한 총 지출은 GB에서 94,300만 파운드(3,745개 도서관)와 잉글랜드에서는 79,300만 파운드(2,958개 도서관)였습니다.

Public libraries in England, Scotland, Wales and Northern Ireland are paid for, in identified ‘Library Authorities’, out of local government funding by local councils. 영국, 스코틀랜드, 웨일즈 및 북아일랜드의 공공도서관은 지방의회에 의한, 지방정부 자금으로 도서관당국Library Authorities이 비용을 지불합니다.

In England the minister responsible is the Secretary of State for Culture and the ministry responsible is the DDCMS, and they formally deploy: Arts Council England, the ‘Task Force for libraries’ and ‘The Society of Chief Librarians’ to undertake the achievement of their responsibility. (3) Notes on responsibilities -2. What are the obligations?
1. The Secretary of State (SoS) (or their equivalent) is to superintend and promote use of the public library service (section 1.1)
2. Each library authority shall provide such information as the SoS may require to carry out their duties (1.2)
3. Each library authority shall have the duty to provide a comprehensive and efficient library service for all persons desiring to make use thereof (7.1)
4. By the keeping of adequate stocks..of books and other materialsof sufficient range and quality.. (7.1a)
5. Encouraging both adults and children(7.1b)
6. And so on
