* 도서관이 사회 결속의 핵심적인 역할을 맡고 있다는 인식 아래, 모든 유형의 지역사회 정보와 사회단체 조직 구성의 기회에, 모든 사람이 접근할 수 있도록 보장합니다. 

• ensuring access for all people to all sorts of community information and opportunities for community organising, in recognition of the library’s role at the core of the social fabric; 

• Garantir l'accès de tous à tous types d'informations relatives aux différentes populations et aux possibilités d’organisations sociales, en assumant son rôle d'acteur de la cohésion sociale ; 

6. 모든 사람이 모든 종류의 커뮤니티 정보에 접근할 수 있도록 보장하고, 사회 구조의 핵심에 있는 도서관의 역할을 인식하여 커뮤니티를 조직할 수 있는 기회를 보장한다. 

６. 図書館の役割が社会構造の核であるという認識の下、すべての人々があらゆる種類の地域社会の情報及び地域住民による組織形成の機会へのアクセスが確実にできるようにする。
