国民読書年 貧しき図書館を憂う

 

図書館の本購入費が年々、減っているのは嘆かわしい。今年は国民読書年で、二十七日から読書週間も始まった。知の楽しみを味わう場は人や文化を育て、ビジネスを開花させる拠点でもありたい。

 

世界初の電子コピー機が誕生したのは、米国の弁護士で発明家がニューヨーク公共図書館で、物理学の論文の一節を見つけたことがきっかけだった。

 

ある国際航空会社の創業者は、世界大恐慌時代に同図書館に通い、鉄道や船舶などの資料を集めるうちに、「空の時代」を確信したという。

 

デジタル情報時代の現代も、米国では高価なデータベースを無料で提供したり、ビジネスや起業家へのサポートに尽力しているそうだ。「未来をつくる図書館」(菅谷明子著、岩波新書)で紹介されているエピソードの数々だ。

 

「アイデアを育(はぐく)む『孵化(ふか)器』」とは米国の図書館の姿を表現した菅谷氏の言葉だが、静かな空間で本を読んだり、受験勉強に励む日本の図書館の日常とはやや異質で、先進性を感じさせる。

 

むしろ日本では公共図書館が図書を購入する資料費が減少を続けている。日本図書館協会によると、決算ベースで資料費は一九九八年度には約三百六十二億円あったが、二〇〇八年度には約三百七億円まで収縮しているのだ

個人が本を買わない「本離れ」が進んでいるが、図書館まで「本離れ」してどうするのか。利用者の数は逆に増加してもいるのだ。厳しい財政難の中で、手をつけやすい予算から削っていると批判されてもやむを得まい。

 

公共図書館の設置率にも問題が潜む。都道府県立の図書館はむろん100%で、市区立も約98%あるが、町村立になると約53%にまで落ち込む。つまり日本の町や村では半数しか図書館がない。これは「文化格差」と呼んでいい。国民が等しく文化を享受する視点に立てば、対策は必要だろう。

人的側面でも問題がある。専任職員数が〇九年には約一万二千七百人と、十年前に比べて約二千八百人も減っていることだ。開架の本棚から選ぶのは利用者だという発想は古い。司書らは、有用な情報にたどりつくための身近な“案内人”であってほしい。

調査研究型の図書館と地域密着型の図書館とが互いに補完し合い、必要な文献やデータなどを利用者と一緒に探し出す役割を果たしてくれたら、新しい発見や発明を生む「孵化器」となろう。

It's no coincidence that «The IFLA Multicultural Library Manifesto» is under construction in the beginning of the 21st century. It is long overdue. There are at least 6000 different languages and cultures on our planet today, and the development we are witnessing points more and more in the direction of a larger cultural diversity. Migration is increasing world-wide, resulting in a population where an increasing number of people have a transnational identity, an increasing number of people study abroad, and an increasing number of people want or need to live somewhere other than their homeland for a period of time. This is, on the whole, positive, but it also has its drawbacks. Never before has the distance between people been so small, yet so huge. Never before have cultures and languages been under such pressure and been so threatened, and never before have these pressures and threats loomed so large and been so frightening. Global warming is not the only destructive element threatening our world. The narrowing of languages and cultural identities is every bit as threatening to our human and cultural diversity – a diversity that is of at least as much importance for creativity and growth as our natural resources and climate are.

 

Definitions

Culture, multicultural and cultural diversity

 

Before I present the Manifesto, it's necessary to define some terminology. For our purposes, «culture» is defined in the following manner: «culture should be regarded as the set of distinctive spiritual, material, intellectual and emotional features of society or a social group, and that it encompasses, in addition to art and literature, lifestyles, ways of living together, value systems, traditions and beliefs». This definition can be found in the “UNESCO Universal Declaration on Cultural Diversity” from 2001, and it is this publication on which “The IFLA Multicultural Library Manifesto” is built. The terms “multicultural”, “multiculturalism” and “cultural diversity” are considered synonymous.


Cross-cultural and inter-cultural

 

In my many years of experience working in an international milieu, and as a member of IFLA's section for «Library Services to Multicultural Populations», I have found the terms Cross-cultural and inter-cultural are used in slightly different ways in different parts of the world. In this lecture, the term «inter-cultural» will be used to denote an equal dialogue between persons of a similar status, who are from different cultural backgrounds.

 

Positive aspects of development

 

As I've already mentioned, greater diversity and increased human interaction is for the most part positive. It generates synergy and creativity, and allows new cultural expression to evolve. I'd like to illustrate this with an example. A major exhibition of Norwegian silver had a silver coffee pot with a half-moon-shaped handle as its logo. The exhibition's title was «Norsk arvesølv», an expression that best translates as «Norwegian family silver». The silver coffee pot was made in Bergen in the year 1719 by an artisan from the German Hanseater, and the half-moon symbol was borrowed from the realm of Islam. The silver coffee pot is one of the most beautiful articles I have ever seen! Communication creates a broader understanding between people, and thereby creates a platform for a peaceful coexistence. As I've already stated, cultural diversity is just as important as biological diversity for the survival of the human race. I mention this again because it's an important point that cannot be emphasized enough.

 

To emphasize this yet again, I'd like to share a story with you. It takes place in the Middle East in the 1600's. A ship filled with immigrants arrives at a harbour in Levanten. The ship docks and a messenger is immediately sent to the country's ruler to petition for asylum. The messenger returns without having accomplished his mission. He has been told that the ruler sees no reason to grant the passengers the right to remain in the country. The immigrants' leader is a wise woman, who decides to brew a pot of strong tea. The tea, along with a cup of sugar, is sent with the messenger, who returns to petition the ruler once more. Upon arrival, the messenger informs the ruler «I have brought you the reason to grant us asylum», and asks him to produce a cup. He pours the tea, adds sugar, gives the cup back to the ruler and says «Please, drink! ». Afterwards, the messenger can return to the ship with the good news that the passengers can now disembark. With very simple means, the wise woman was able to demonstrate how the immigrants' presence in the country would contribute to society, and that they would become completely integrated with their new countrymen.

 

Negative aspects

 

At the same time, however, it's clear that the development we are experiencing today can and has many negative consequences. The fear that certain strong religious, ideological or economic groups will come to dominate, has already taken hold. The oppression of culture and language has in some cases caused a partial - and in many cases, complete – eradication of ethnic groups, and their languages and cultures. A lack of communication and dialogue sets the stage for misunderstanding and conflict. Too little contact between ethic groups, segregation and a lack of places where people of different backgrounds can meet and become acquainted, creates suspicion and creates an atmosphere in which prejudice, racism, discrimination and conflict can grow.

 

The library's role

 

This is where libraries come in. As centres for culture, information, learning and meeting, libraries have the possibility to be active initiators in a positive process of development. Libraries offer services that include everyone, regardless of social status, skin colour, or religious belief. As a value-neutral arena for learning, where access to uncensored information and cultural expression is the foundation on which services are based, libraries have a unique position. Libraries offer an access to information that enables all citizens to be active. As a meeting place, libraries set the stage for inter-cultural communication. This aspect will be addressed further, later on.

A long way to go!

 

But what must be in place for libraries to be able to develop good, operational multicultural services? Unfortunately, libraries today are not adequately equipped to meet these challenges. Only a very few geographic areas today have libraries that are able to meet the needs of the multicultural population to a certain extent. Even in countries where libraries are well-developed and well-functioning, we see that multicultural library services don't yet meet the requirements outlined in the Manifesto. I can use my own experience in Scandinavia – one of the richest and most peaceful areas on earth - as an example. Scandinavian libraries, both public and professional, have a high status on an international level, and are considered to be well-equipped and to be run with a high level of professionalism. Despite this, they do not measure up in the area of multicultural services. Despite Library Laws that guarantee free access to information to all citizens, the fact of the matter is that libraries' development has its roots in the middle class, with the consequences this implies: libraries are above all built by and for the Nordic Caucasian majority, by and large the middle class. This is mirrored in the staff, the services offered, and the collections' content. Library heads and librarians with linguistic or cultural background other than Nordic can be counted on the fingers of one hand. A strategic collections development, with a goal of contributing to cross-cultural understanding, is practically nonexistent. Patrons with a different linguistic background are not seen as a resource, but rather as a problem, and a group needing «special services». The status is more or less the same for professional and research libraries. The professional milieu has yet to accept the fact that many patrons are first-generation immigrants, or foreign students and researchers from around the world. It's clear that there are still many challenges that need to be met when forming services in The Multicultural Library. The Manifesto can be a useful tool in this start-up phase.

 

The Multicultural Library

 

The Multicultural Library is built on three important principles.
1. The Multicultural Library includes all types of libraries, not only public libraries.
2 Services are offered to both majority and minority groups and services to minority groups are integrated in services intended for everyone. Multicultural services are not a special service.
3 All together, services include also services adapted for cultural and linguistic minorities, with special emphasis on marginalized groups, such as refugees, asylum seekers, immigrants and indigenous groups.


Goal of the Multicultural Library

Library as an arena for learning

 

Libraries as arenas for learning are an accepted and documented concept. «Knowledge is power» is a wise expression. It is a fact that knowledge lays the foundation for understanding. Collections and services in libraries that contribute to an understanding of both majority and minority groups in society are part of the foundation of the Multicultural Library. «Language is power» is also an important expression, one that illustrates that she or he, who has the power of words, is well-equipped to participate fully in society. Media collections that contribute to an understanding and the learning of languages are important in this respect.

 

The library as cultural centre

 

One of the library's most important roles is to contribute to the preservation of linguistic and cultural expression, in order to make the world's cultural and linguistic diversity available to future generations. Indigenous groups are under extra pressure; linguistically, they represent small groups, based on oral traditions and often without written language. Culturally - because they have become highly marginalized in our increasingly technologic society. Libraries have an important function, in that they present and make available diverse cultural expression, expression that mirrors both local and global culture. Libraries must therefore place special emphasis focus on indeginous groups.

 

The library as a meeting place

 

Libraries have contact with a wide area and with many groups within the population, and have arenas that are open for everyone. This makes them ideal as physical meeting places where people from all groups in society can meet and become acquainted. Studies show that even if a patron does not necessarily have contact with and / or speak with other patrons, there is still a feeling of mutual understanding, created by seeing people of other cultures using the same services.

 

The Library as a shaper of attitude

 

All of these roles make the library a perfect arena for transmitting positive attitudes and values in relation to a multicultural and multilingual society – attitudes that contribute positively to society.

 

The library's role as a proponent of integration

 

All these roles also create an atmosphere that promotes integration. Via the acquisition of knowledge, citizens are given the tools necessary for understanding and accepting minorities. This again creates an atmosphere of inclusion. For new countrymen, information about the new country contributes to understanding of the society in which one now finds oneself. Linguistic competence is naturally the foundation for communication and participation. Access to language-learning tools of all kinds in the library makes possible the acquisition of language skills.

 

How to accomplish this?

Firmly rooted in management

 

On a meta-level, a clear political will, carried out by the library's administration, is obviously necessary before the Multicultural Library can exist and function. A strategy must be established by which the library's leadership feels these services to be an integral part of the library's services overall. This will then result in appropriate policies regarding recruiting and human resources, finances, services and content. Another prerequisite is that the policy must be decided upon with the cooperation of all relevant parties in the library's patron mass or in the local milieu, to ensure that policy reflects the demographics in the area.

 

Collections

 

The backbone of the Multicultural Library has so far been the physical collections. At the same time, the tendency has been toward electronic or virtual services, which are slowly replacing physical services. Services for immigrants and those who are in the area temporarily must reflect these groups' needs, in relation to cultural expression and information from the patrons' own languages and cultures, as well as material and services that introduce these patrons' cultures and languages to society at large. In effect, this means collections must include media in many languages, and reflect a broad selection of both large and small cultures and language areas.

 

Language without script and threatened cultures

 – a chapter for themselves


The Multicultural Library has, as mentioned, a special responsibility to acquire, preserve and make available cultural expression and knowledge from cultures where more or less everything is conveyed orally. This is an area in which libraries are well-equipped, based on staffs' professional and methodological competence. Tendencies in society today can lend a helping hand in this
respect. Oral transmission is experiencing a renaissance – large storyteller conferences are not unusual many places in the world – including places where this has not previously been a tradition.

 

Services

 

Educational programs, user instruction and informational material the library provides, are all part of the gateway to the library and local community. Informational services the library provides are also an important part of this. In order to create services that are relevant and efficient, the library must cooperate with those for whom the services are intended. The most important aspect in these services is that the content and interface accommodate the patrons’ needs.

 

Multilingual access

 

In an environment where many mother tongues exist, all types of information must be made available in languages the patrons understand. This means that information explaining services is produced in the relevant languages, that the collection is searchable in the relevant languages, and – last but not least – that languages used on printed signs in the library’s physical buildings reflects the patrons’ various languages. A Multilingual approach to how we communicate with our patrons in cyberspace is also a necessity in our age - to create a better dialog.

 

Staff

 

That familiarity creates a feeling of safety is a well-known phenomenon, and applies to patrons of “ TheMulticultural Library”. Experience has shown that we seek contact with those people with whom we identify the most, consciously, or unconsciously. This is only one reason the staff of “ The Multicultural Library” needs to reflect the demographic of the local area and the group it services. But the collective competence of the staff must also reflect the patron group. Even though it is often not possible to have representatives on staff for all patron groups, a staff member who represents a large immigrant group in the local population will nonetheless be able to exemplify some of what all immigrant groups have in common. In addition, it is of course important that the entire staff acquires knowledge of the cultures and languages represented in the library. Finally, the staff must be able to communicate well with many types of patrons. Knowledge of inter-cultural communication is obligatory, as is knowledge awareness of mechanisms that create racism, discrimination and exclusion.

 

The Manifesto in context

 

As previously mentioned, ”The Multicultural Library” is a concept that encompasses all types of libraries, regardless of content and function. It is therefore not an isolated concept, but rather flexible and dynamic. Many countries already have laws in place that guarantee good library services to the population, free of charge. In addition, there are three other library manifestos which supplement “The IFLA Multicultural Library Manifesto”: ”IFLA/UNESCO Public Library Manifesto”. 1994, ”IFLA/UNOSCO School Library Manifesto”. 1999 and “The IFLA Internet Manifesto” 2002; all documents that establish important principles for library development. A brochure designed by the section for Library Services to Multicultural Populations, ”Raison d’être for Multicultural Library Services” is also useful when lobbying politicians and private sponsors. The brochure exists in 12 languages, and is available from IFLA’s website, as are the other documents I’ve mentioned. These documents can be used at a local level, in the library, when planning services and deciding policy. When services and policy are ready to be put into action, additional help is needed, which can be met by the myriad of guidelines developed by various libraries. However - many of these have not implemented elements from ”The IFLA Multicultural Library Manifesto”. In order to expedite this process, a revised edition of” Multicultural Communities: Guidelines for Library Services”, guidelines developed by Library Services to Multicultural Populations Section, will be published in the autumn of 2007.

Status and continuation -”The IFLA Multicultural Library Manifesto”

 

“The IFLA Multicultural Library Manifesto” was given status as an official IFLA manifesto when it was approved by the Governing Board of IFLA during the World Library and Information Congress: 72nd IFLA General Conference and Council in Seoul, Republic of Korea in August, 2006. This approval was the first step toward the goal of having the Manifesto approved by important international cultural organisations. Library Services to Multicultural Populations Secton in IFLA is now working intensely in order to attain the final goal for the Manifesto – to have it approved by Unesco, so that it can have the same influence as two other important Manifestos - ”The Public Library Manifesto”, ”The School Library Manifesto”.

 

Implementation – vision or reality?

 

Many will say that these are impressive words, but that it is naive to believe that ”The Multicultural Library” is attainable. There are many factors that point in that direction. Large groups in the global society, not only including indigenous groups, live in poverty, and library services are not their first priority. A legal right to library services is the exception, rather than the rule. A large percentage of the world’s population doesn’t have access to library services at all. And of course “The Multicultural Library” can only be realised by the use of extensive resources. The concept requires the ability and willingness to adapt and change; a new attitude and way of thinking must be implemented throughout the chain of development. This is in fact the most challenging aspect – today, only idealists work in this field.

 

I will still allow myself to postulate that a well-developed library is one of many prerequisites for a healthy economic and cultural global development. Libraries alone can’t change the world, of course, but we can be a major player in initiating change. Similarities can be seen in the crisis of global warming. If we don’t undertake efficient means for change, we risk an increased level of conflict between groups, stagnation in economic development, and a dilution in the world’s languages and cultural inheritance.

 

We have no choice!

 

It may feel like fighting windmills, undertaking a project as all-encompassing as “The Multicultural Library”. My only comment is that we have no choice. As professionals with education and expertise in library and information services, we have a professional, social and moral responsibility for global development. We have the knowledge and insight needed to change development in the right direction. My personal experience, after having lived more than 50 years, is that anything is possible, even if the results will only be harvested in the distant future. With “The IFLA Multicultural Library Manifesto”, we will be a step further. We have a document we can use in a very real, practical way, to effect change.

Questioning the library ’crisis’

Recently it has been reported that there is an emergency fiscal "crisis" with the Boston Public Libraries and that 10 of the 26 branch libraries may have to be shuttered. But, the numbers do not add up, and there is no real emergency. The crisis is one of honest government, proper planning, and responsible investigative journalism.

First the numbers: according to the Boston Globe, the library budget this year is 41.1 million dollars, for which it is reported there is a 3.6 million dollar shortfall, which is about nine percent. The announced response to this is to close 38 percent of the branch libraries? Clearly, more than meets the eye is going on here. Three million, six hundred thousand dollars is less than two tenths of one percent of the 2.4 billion dollar City budget, and hardly rates as a crisis forcing us to board up public institutions without a proper vetting of how important they are to our civic life.

As thoroughly explained in the enlightening book "Shock Doctrine" by Naomi Klein, governments and politicians have moved away from being honest with their citizens by creating false "crises" to force "reforms" on people that they could not do democratically. In a debate last year, Mayor Menino trumpeted the fact that he had not closed one library during our national economic meltdown. I pointed out that he had indeed closed the Kirstein library, and he retorted that it just moved to Copley Square. Will he use the same logic for these 10 branch libraries? He certainly didn’t run on a platform of closing 40 percent of our civic institutions. Closing libraries is the modern equivalent of book burning, as Adrian Walker’s bank robber subject John McGrath so aptly put it this week.

I believe the media is most to blame for this state of affairs. Why aren’t they asking these basic financial questions? As I and others such as the Municipal Research Bureau and the Massachusetts Taxpayers Foundation have been pointing out for years, we have an unsustainable financial model, especially when it comes to pensions and health care for government workers. This didn’t just happen in the last month, and it is no excuse to ram the shuttering of all these libraries down our throats without an honest, transparent analysis and discussion of our long-range civic goals and priorities. Last year at this time, City Hall was telling the press that we were facing 900 school layoffs and 200 police layoffs. As I wrote last year, this was again another fake "crisis" and was just being used to scare the populace so that the politicians looked good when they cut far fewer jobs, or none as in the case of policemen. I am saying it here now: the City of Boston is not going to close 10 libraries this year, City Hall is not being honest with the citizens, and if I am wrong I will personally donate $50,000 for books to the library system. I believe for the media to have their own sustainable economic model, they need to start doing their job and asking these questions, instead of asking where Tom and Gisele were last night.

We espouse that we are the Athens of America, but the recent news would suggest otherwise. We are talking about closing schools and closing libraries because of lack of money, but yet when two convenience store clerks are murdered the politicians are quick to come up with funds and proposed rules for requiring security cameras. I feel I am living more in Oceania than in Utopia. Yet the facts again point out the fallacy in their thinking. Surendra Dangol was killed in a convenience store with a security camera; it took 20 days to arrest his alleged killer. Gerardo Serrano was killed in a convenience store without a security camera; it took only four days to arrest his alleged killers. I didn’t hear a single politician ask about the cost of those proposed cameras and rules. It takes real leadership to say to a shocked and grieving public that to make a just and safe society we need to spend more on libraries and schools, and less on security cameras.

What is the solution? First of all, pray for Mother Nature to give us $7.5 million during this Easter season. What do I mean? Well, with help from Councilor Ayanna Pressley’s office I have figured out that we budgeted 15 million dollars for snow removal this year, and thankfully, we have only spent $7.5 million so far. So, if we can somehow make it through to Easter without breaking out the plows we will have a pot of gold that can help us survive the "crisis" for another year while we have a well-thought-out discussion on the future of libraries in Boston.

Mayor Menino has been talking about using eminent domain downtown; he could take back Heyward Place and put the $2 million his friend collects for parking fees tax free back into City coffers. We could ask why we are giving $30 million in tax breaks and grants to Liberty Mutual, or perhaps ask their CEO Ted Kelly to at least make a 3.6 million contribution from his $27 million dollar salary to the libraries in exchange for those credits. Most important of all, perhaps, we should ask how the taxpayers got put on the hook for $800 billion in TARP debt, but we couldn’t get 3.6 million dollars for libraries?

When my mother was working a full-time job and raising her three children on her own, we didn’t have money for a TV, let alone childcare. She had us go to the library after school and wait until she could pick us up. I sat for hours safely reading, learning, and imagining wonderful things. I wouldn’t want any child in Boston to lose out on that same sense of wonder, safety and potential that is enclosed within each and every library because of a dishonest, fake "crisis."

For library, closing branches is the best of bad options

 

WHEN THE president of the Boston Public Library system called for closing four of the system’s 26 branches this week, her recommendation landed with a thud among loyal library users. But as unpopular as the recommendation may be, it represents a sound strategy to protect library service decades into the future.

 

Library chief Amy Ryan has been contemplating three painful options to fix a $3 million budget shortfall. The first would keep all branches open but drastically slash hours systemwide. A second would eliminate seven branches while expanding hours at other branches. Ryan recommends a third option: closing the Faneuil, Lower Mills, Orient Heights, and Washington Village branches while keeping current operating hours intact across the system.

Residents in Brighton, Dorchester, East Boston, and South Boston will find no comfort in Ryan’s formal recommendation, slated for today’s meeting of the library trustees. For many Bostonians, the branch library helps define their neighborhood and their place in it. They will protest. But in the end, outraged patrons can’t change the fact that the city has too many library branches, draining the system’s operating budget. Without cost controls now, the library will have to resign itself to a future of weak acquisitions, curtailed hours, and unfilled vacancies of key positions.

Ryan’s closure list is based on objective measures, including borrowing, foot traffic, number of programs, building conditions, and proximity to other city resources, including libraries and community centers. She listened to the concerns of residents across the city. They may not like her message. But it wasn’t crafted in haste.

The Faneuil branch in Brighton is old and needs extensive repairs. The nearby Brighton library is undergoing a $5 million renovation sufficient to accommodate Faneuil’s patrons. Use of the Lower Mills branch library in Dorchester has dropped since the opening or expansion of libraries in Mattapan and the nearby town of Milton.

The closure of the Orient Heights branch in East Boston and the small Washington Village branch at the Old Colony housing project in South Boston are harder decisions. Shutting those branches will be justified only if the Menino administration makes good on its promise to absorb popular library programs, such as story hours, into nearby community centers. Even then, the loss of the Washington Village branch will be painful for some of the city’s poorest residents. But Ryan has no painless option.

Some city councilors are demanding that all of the branches remain open. But Mayor Menino is appropriately focused more on the long-term fiscal health of the library system. And he can’t assume that sharp cuts in state aid to libraries will be reversed any time soon. “We’re trying to set the city up for the next 15 years,’’ said Menino.

These closures will hurt. But what remains — a strong main library and 22 branches — should still be enough to support quality library service citywide.

전자도서관 논쟁

전자도서관 논쟁

전자도서관 예찬론이 무성하다. 2006년 8월 20일 개최된 2006 서울 세계도서관정보대회(WLIC: World Library and Information Congress)에서도 전자도서관 예찬이 쏟아졌다. 디지털도서관, 가상도서관, 사이버도서관, 벽 없는 도서관 등으로 불려지기도 하는 전자도서관의 장점은 무수히 많다. 그러나 허버트 실러는 “모든 사람이 마음껏 도서관의 보고(寶庫)를 이용할 수 있다는 전망은 공공 도서관들이 문을 닫거나 사라질 수 있는 가능성을 간과하고 있다”는 문제를 제기했다. 교수 김정근을 비롯한 부산대 문헌정보학과 연구팀은 전자도서관 열풍을 ‘어리석은 광기’라고 질타했다. 기존의 책조차 제대로 갖추지 못한 비참한 현실을 외면하고 그 과정을 건너뛰려는 잘못을 범하고 있다는 것이다. 이들은 현실이 비참할수록 미래로 도망가야 하느냐고 물으면서 한국 도서관 현장의 현 단계에서는 소장(ownership)이 장서 문제의 중심이 될 수밖에 없다고 보며 전자 매체를 이용한 접근(access)은 어디까지나 기본인 소장의 보완과 강화를 위한 보조의 위치에 세워두어야 한다고 역설했다. 한국에서의 시급한 현안은 공공도서관의 문제다. 한국 공공도서관의 현실은 ‘비참하다’고 말해도 좋을 정도로 열악하기 때문이다. 『경향신문』에 따르면, 현재 한국의 공공도서관이 겪는 가장 큰 민원은 독서실을 운영해달라는 것이라고 한다. 자신의 책을 가지고 와서 공부할 수 있도록 해달라는 것이다. 이처럼 한국인들은 도서관을 독서실로 착각하고 사서들을 독서실 ‘총무’로 보는 시각이 만연해 있다. 이창원 한성대 행정학과 교수는 “‘공시족(公試族)’이 점령한 대학도서관을 해방시키자”고 주장했다. 한국출판연구소 차장 백원근은 “우리나라의 공공도서관 기능은 매우 취약해 전국에 500개도 채 안 되는 실정입니다. 국내 모든 공공도서관에서 구입하는 책이 미국 하버드대학 한 곳의 도서구입비보다 적은 실정 아닙니까? 이런 상황에서 무슨 국가경쟁력을 말할 수 있겠습니까? 대학도서관도 문제입니다. 대학생들이 학교 도서관에서 가장 많이 빌려 읽는 책이 시중의 베스트셀러 소설이나 킬림타임용 판타지류입니다. 대학 도서관의 학술도서 구입 비중 등을 대학평가 요소로 적극 반영해야 합니다”라고 말했다. 『경향신문』 논설위원 송충식은 일본 최고의 도서대출률을 자랑하는 ‘도서관 도시’ 우라야스와 도서관 혁신을 통해 ‘생각하는 학교, 학습하는 나라’의 비전을 실천해온 싱가포르의 사례를 거론하면서 다음과 같이 주장했다. “늦었지만 이제라도 동네도서관, 학교도서관을 중심으로 ‘학습국가’ 구상에 착수할 때다. 이는 비단 아이들만의 문제가 아니다. 모든 국민이 배움의 문화를 즐기는 우리사회의 총체적 역량에 관한 문제다. 안타까운 것은 정치권이 거대 담론을 놓고 대책없는 싸움박질로 날을 지새는 사이, 정작 이처럼 모두에게 절실하고 중요한 문제들이 뒷전으로 밀려나고 있는 현실이다.” 전자도서관의 축복을 말하기에 앞서 공공도서관의 현실에 주목하는 것이 좋을 것 같다. 혹자는 전자도서관이 공공도서관의 그런 문제마저 건너뛸 수 있는 대안인 것처럼 말하지만, 이는 공공도서관이 최소한의 도서 구입으로 지식 생산에 미칠 수 있는 긍정적 영향력을 간과한 단견일 수 있다.

'서울도서관재단'에 대한 토론

2009년 10월 21일 오후2시, 국립중앙도서관 국제회의장에서는 '서울특별시 공공도서관 정책토론회'가 서울특별시의 주최로 열렸습니다.

 

엄연숙 과장(서울특별시 문화국 문화예술과)과 남영준 교수(중앙대 문헌정보학과) 가 발제를 하였고, 안찬수 사무처장(책읽는사회만들기국민운동) 이상복(대진대학교 문헌정보학과)  임승빈(명지대학교 행정학)  신동엽(연세대학교 경영학) 교수가 토론자였으며, 정동렬 교수(이화여자대학교 문헌정보학) 가 사회자였습니다.

 

2시에 시작된 토론회는 거의 4시간이나 계속되어 토론회가 끝나고 밖으로 나오니 어둠이 드리워져 있었습니다. 입추의 여지가 없을 정도로 많은 분들이 참석하여 이날 토론의 의제에 대한 관심을 드러냈습니다. 토론회가 끝난 뒤, 토론문을 원시는 분들이 계셔서 여기에 저의 토론문을 첨부해 놓겠습니다. (혹 퍼가시는 분들께서는 아래에 짤막한 메모라도 남겨주시길.)

 

이 토론회가 끝난 뒤, 집으로 돌아오면서 엄연숙 과장께 이런 식의 질문을 마지막으로 꼭 던졌어야 했다는 생각이 들었습니다. 다음과 같은 내용입니다.

 

"엄연숙 과장님, 과장님은 행정가입니다. 그런 행정가의 입장에서, 제가 드리는 질문에 답변해주시면 좋겠습니다. 질문은 이렇습니다.

 

지금 우리가 오늘 토론회를 개최하는 곳이 국립중앙도서관입니다. 이 도서관을 <도서관법>에서는 국가대표도서관이라고 규정하고 있습니다. 그런데 이런 가정을 해보죠!

 

이 국가대표도서관이 아직 개관하지 않은 상태이고, 내년, 혹은 내후년쯤 개관을 목표로 한창 공사중이라고 말이죠. 그리고 중앙정부에서는 국가대표도서관의 개관이 예정되어 있는 상태이니까 당연히 어떻게 운영할 것인가, 그 운영을 위해서 어떤 조직이 필요한가, 얼마나 예산이 투여되어야 할 것인가를 고민하게 됩니다. 그럴 때 어떤 분이 이렇게 제안합니다. --"재단'을 만듭시다. 지금 총정원제 때문에  법정 기준에 맞추어 사서 인력을 배치하는 것이 쉽지 않습니다. 그리고 국가공무원이 도서관을 운영하는 것보다 민간이 훨씬 창의적으로 전문성을 가지고 운영할 수도 있지 않겠습니까? 그리고 지금 광역시도에 지역대표도서관을 설립하거나 지정하여 운영하라고 법에서는 규정해놓았지만 광역시도는 그 대표도서관들을 민간위탁으로 운영하고 있습니다.(물론 이것도 가정입니다만 서울특별시가 현재 추진하고 있는 재단의 사례를 모형으로 16개시도의 지역대표도서관이 모두 민간위탁되어 있다고 가정하죠. 오늘 토론회에서도 이상복 교수님이나 남영준 교수님은 그런 우려를 표명하신 것이니까요.) 그것도 큰 문제 아닙니까? 그러니까 국가 차원에서 '재단'을 만들어서 광역시도가 위탁하고 있는 도서관들도 중앙정부와 광역시도와 협의하에 이 재단에 맡기도록 하면 되지 않겠습니까? 그 재단의 명칭은 '한국도서관재단'이라고 하죠." 그래서 '재단' 설립을 추진하고 법안을 만들어 국회에 내놓습니다. 이 법안에 따르면 재단 이사장은 대통령이 임면하고, 재단의 대표이사가 국가대표도서관의 관장이 되도록 설계되어 있습니다.

 

질문1: 만약 이런 식으로 국가대표도서관, 또 '재단'이 설립된다고 하면 엄과장님께서 행정가로서 적극 찬성하시겠습니까? 아니면 반대하시겠습니까?

 

질문2: 제가 가정한 것과 같은 '재단'이 만들어지면 서울특별시대표도서관의 운영을 이 '재단'에 맡길 의향이 있습니까? 아니면 그게 무슨 소리냐. 서울특별시의 대표도서관은 당연히 서울시가 운영해야지, 이렇게 말하겠습니까?

 

질문3: 그리고 이 '재단'의 추진과정에서 열린 토론회에서 어느 대학생이 묻습니다. "저는 그 대표도서관에서 일하고 싶어서 열심히 공부하고 있는 학생입니다. 그런데 그렇게 대표도서관을 국가에서 직영하는 것이 아니라 '재단'을 만든다고 하면 과연 그 재단의 직원이 되었을 때 안정성이 있습니까? 국가공무원이 되는 것이 더 안정성이 있는 것 아닙니까? 그런데 그 '재단'을 추진하고자 하는 중앙정부의 공무원이 이렇게 답변합니다. "아닙니다. 그 안정성을 위해서 '재단'을 만드는 것입니다." 엄과장님은 국가공무원과 재단 직원 가운데 어느 쪽이 '안정성'이 있다고 보십니까?

 

엄연숙 과장은 행정가로서 질문1에 대해 '반대해야' 옳다고 저는 생각합니다. 왜냐면 그런 식으로 국가대표도서관이 재단에 의해 운영된다면, 많은 혼동이 일어날 것입니다. 현재 국가대표도서관은 문화체육관광부의 소속기관입니다만, 국가대표도서관이 재단의 소속이 되어서, 관장 위에 장관이 있는 게 아니라 관장 위에 이사장이 있는 꼴이 될 터이니까요. 그런데 이 날 토론회에서 엄연숙 과장은 질문1에 대해 적극 찬성의 입장이라고 강변하고 있는 것입니다. 그리고 질문2에 대해서도 엄과장은 분명 서울시는 서울시의 대표도서관을 운영할 것이라고 답변할 것입니다. 마찬가지로 서울시의 자치구들도 '서울도서관재단'이 만들어진다고 해서 자치구의 구립도서관들을 '서울도서관재단'에 맡기지는 않고 자치구는 자치구대로 도서관을 운영할 것입니다. 질문3에 대해서도 당연히 국가공무원이 재단 직원보다 훨씬 안정성이 있다는 것이 상식적일 것입니다.

 

그런데 기이하게도 이 날 정책토론회에서는 반대로 이야기되고 있었던 것입니다. 상식적인 질문에 대해 비상식적인 답변이 거듭되고 있었던 것입니다. 그러니까 저는 의문을 갖게 됩니다. 도대체 왜? 그런 의문을 품고 토론회에 참석했던 것인데 이 날 토론회를 통해서 아무런 의문을 풀지 못했다고 생각합니다.

 

정말 도대체 왜, 서울특별시는 '서울도서관재단'을 만들고자 하는 것일까?

2009 Access to Learning Award

"지역공동체의 일원이 되면, 사람들은 더 잘 배울 수 있다고 믿습니다." (We believe that you can learn better if you're part of a community.)

 

이 말은 빌 & 멜린다 게이츠 재단이 매년 수여하는 '학습접근권상(Access to Learning Award)'을 올해 수상한 콜롬비아의 도시 메델린의 비영리 조직 '메델린 공사재단(Fundacion Empresas Publicas de Medellin)'의 도서관 코디네이터인 가브리엘 바네가스(Gabriel Jaime Vanegas)의 말이다.

 

'2009 학습접근권상'을 수상한 메델린 공사재단을 소개하는 내용을 보니, '도서관'의 의미를 새롭게 만들어가고 있음을 강조하고 있는 것이 눈에 띈다. "공공도서관 네트워트의 활동은, 도서관에 대한 인식을 전통적인 '책 창고'에서 역동적인 중심기지인 것으로 바꾸어 내고 있다. 그 중심기지란 개인의 발전과 경제적 개선을 위한 수단을 제공하는 곳, 지역공동체 의식을 창조하고 지구적 차원의 공동체와의 연결고리를 제공하는 곳을 말한다"(NPL has shifted people’s perceptions of libraries from traditional “bookshelves” to dynamic centers—places that offer tools for personal development and economic improvement, places that create a sense of local community and provide a connection to the global community.)

 

정보기술과 교육프로그램, 문화서비스에 대한 접근성을 높임으로써 메델린이라는 지역이 공동체를 어떻게 재생하는 데 도움을 주었는가, 메델린 공사재단에 상을 수여한 것은 이에 대해 높이 평가했기 때문이다. 지역공동체 형성자로서의 도서관!

대통령도서관의 미래-미국의 경우

지미 카터 대통령도서관이 그의 85번째 생일에 즈음하여 재단장하여 개관했다는 소식이 전해진다. 지난 봄부터 시작된 이 재단장을 위해 약 1000만 달러가 소요되었다는 것. 카터 대통령은 미국 역사상 퇴임 후 가장 활발한 활동을 전개한 대통령으로 기록될 모양이다.

 

그런 가운데 눈에 띄는 기사 하나. 제목이 '대통령 도서관의 미래'라는 것이다. 아마도 이 기사는 이소연 교수께 도움이 되리라. 이 기사에 소개된 바로는, 미국의 국립문서기록보관청(National Archives and Records Administration)이 대통령 도서관의 새로운 대안을 다섯 가지 유형으로 나누어 제안하는 보고서를 발간 했다는 내용이 있다. 그리고 이에 대한 의회청문회가 열릴 예정이라 한다.

 

이 보고서는 이렇게 말하고 있다. "대통령의 기록을 전자화하는 것은 비용과 시간이 많이 소요되는 작업이다. 정부는 어떻게 이 일을 할 것인가를 심각하게 고려할 필요가 있다."

 

지난 여름 기록학과 대학원생 봉사자들과 대통령 기록을 보존하는 일을 위해 땀을 흘린 이들이 있었다. 지금 그 경과가 어떤지 궁금할 따름이다.

The Future of Presidential Libraries

Presidential libraries and museums draw big crowds to otherwise less-than familiar places. Just ask folks in Abilene, Kansas., Little Rock, Ark., or Yorba Linda, Calif., how life might be different if Presidents Eisenhower, Clinton and Nixon hadn't built their monuments to self where they now stand.

 

Congress wants to cut taxpayer costs associated with presidential libraries and archives however, and a new report (PDF) by the National Archives and Records Administration released Wednesday proposed five possible alternatives. It also warned that social networking tools will complicate future presidential record-keeping.

 

The Obama administration's reliance on Web 2.0 and social networking technologies "creates a challenge not yet met by NARA or the rest of government, both in implementation of his directives and in the management of the electronic records created through these initiatives," according to the report. (The report was released the day before the reopening of the Jimmy Carter Presidential Library and Museum in Atlanta. The five month renovation cost $10 million.)

 

Digitizing presidential records is a costly and time-consuming process and the government needs to think hard about how to do it, the report said. Indeed, technical glitches contributed to the Archive's difficulty in obtaining Bush administration records late last year. The Obama White House is in the process of hiring a contractor to automatically archive all of its online activity as it occurs.

 

The National Archives works with private presidential library foundations to operate the facilities and archive their historical records. Congress first addressed the issue of presidential libraries with the Presidential Libraries Act in 1955. The 1978 Presidential Records Act mandated that a presidential transfer his records to the National Archives at the end of his term. Last year lawmakers approved the Presidential Historical Records Preservation Act, part of which required the Archives to explore ways to cut costs, to provide more rapid access to presidential materials and improve the preservation process.

 

The report proposes five possible changes to how the government and private presidential library foundations own and operate presidential records and museums:

Model 1: The current model (in which both the archival depository and museum are donated to NARA by the Library Foundation), with revisions to the endowment calculation that would require an endowment based on the total size of the building. This model also explores a new basis for the charter between NARA and the Library Foundations.
Model 2: The Presidential archival depository leased by the Government, with a separate Museum managed by the Foundation.
Model 3: The Presidential archival depository donated to NARA by the Foundation, a university, or other non-Federal entity, with a separate Museum managed by the Foundation.
Model 4: A centralized Presidential archival depository funded and managed by NARA, with no museum. Presidential Foundations may build and manage their own museums in a location of their choice.
Model 5: A centralized Presidential archival depository funded and managed by NARA and a Museum of the Presidency built and staffed by NARA. Private funds through a separate Foundation or through other fund-raising would be required to build and sustain the exhibits and the educational and public programs of the Museum.

The report admits "a tension" between the charge to cut costs and the speeding up of access records, while also improving the record-keeping process. Some of the proposed alternatives might cut costs while hampering preservation efforts or slowing access to records. Adopting any of the proposed changes might also inadvertently increase government costs, the report said.

 

A Senate subcommittee will hold hearings on the report at a later date.

도서관의 미래

미국 CNN 인터넷판 2009년 9월 4일자 기사, 제목은 '도서관의 미래, 책과 함께할 것인가 아닌가'. 글쓴이는 존 서터.

 

디지털 기술문명의 발달함에 따라 도서관의 기능과 역할이 어떻게 바뀔 것인가. 그리고 사서의 역할은 또 어떻게 바뀌게 될 것인가. 이런 질문은 많은 논의가 필요한 질문이다. 이 기사에서는 책의 디지털화에 따라 도서관의 역할을 재규정할 수밖에 없을 것이라는 점을 언급하고 있다. 예를 들어 캘리포니아 버클리 법대의 제이슨 슐츠는 도서관이 기존에 수행해오던 정보제공과 커뮤니티센터라는 두 가지 역할 중에서 커뮤니티센터의 역할이 강화될 거라고 말하고 있다. 도서관에 '물질적인 책'이 없다고 하더라도 사람들은 모일 것이라고 예상하고 있는 것이다.

 

왜? 왜 그런 것인가를 묻게 된다. 그리고 동시에 도서관 발전사의 시차가 있는 한국의 경우에는 어떻게 될 것인가를 묻게 된다.

"Frankly, I don’t care if my librarian “wears” tattoos or piercings, though the poor choice of verb is an inadvertent indicator of the superficiality of the gesture, and I don’t care if they call themselves “librarians,” “information scientists” or “corporeal data facilitators.”  What I care about is if my librarian is helping, in his or her small way, to maintain our culture and our civilization, or whether he or she is acquiescing, in a limp and laughable way, to its degradation."

Books are being pushed aside for digital learning centers and gaming areas. "Loud rooms" that promote public discourse and group projects are taking over the bookish quiet. Hipster staffers who blog, chat on Twitter and care little about the Dewey Decimal System are edging out old-school librarians.

And that's just the surface. By some accounts, the library system is undergoing a complete transformation that goes far beyond these image changes.

 

Authors, publishing houses, librarians and Web sites continue to fight Google's efforts to digitize the world's books and create the world's largest library online. Meanwhile, many real-world libraries are moving forward with the assumption that physical books will play a much-diminished or potentially nonexistent role in their efforts to educate the public.

 

Some books will still be around, they say, although many of those will be digital. But the goal of the library remains the same: To be a free place where people can access and share information.

 

"The library building isn't a warehouse for books," said Helene Blowers, digital strategy director at the Columbus [Ohio] Metropolitan Library. "It's a community gathering center."

 

Think of the change as a Library 2.0 revolution -- a mirror of what's happened on the Web.

People used to go online for the same information they could get from newspapers. Now they go to Facebook, Digg and Twitter to discuss their lives and the news of the day. Forward-looking librarians are trying to create that same conversational loop in public libraries. The one-way flow of information from book to patron isn't good enough anymore.

 

"We can pick up on all of these trends that are going on," said Toby Greenwalt, virtual services coordinator at the Skokie Public Library in suburban Chicago.

Greenwalt, for example, set up a Twitter feed and text-messaging services for his library. He monitors local conversations on online social networks and uses that information as inspiration for group discussions or programs at the real-world library.

 

Other libraries are trying new things, too.

The Public Library of Charlotte and Mecklenburg County, in North Carolina, has a multimedia space where kids shoot videos and record music. It also runs a blog dedicated to gaming and hosts video game tournaments regularly.

 

Kelly Czarnecki, a technology education librarian at ImaginOn, a kids' branch of that library, said kids learn by telling their own stories.

 

"Our motto here is to bring stories to life, so by having the movie and music studio we can really tap into a different angle of what stories are," she said. "They're not just in books. They're something kids can create themselves."

Czarnecki believes that doesn't have to come at the expense of book-based learning.

 

The Aarhus Public Library in Aarhus, Denmark, takes things a step further.

 

The library features an "info column," where people share digital news stories; an "info galleria" where patrons explore digital maps layered with factoids; a digital floor that lets people immerse themselves in information; and RFID-tagged book phones that kids point at specific books to hear a story.

 

"The library has never been just about books," said Rolf Hapel, director of the city's public libraries.

 

Community Centers

Jason M. Schultz, director of the Samuelson Law, Technology and Public Policy Clinic at the University of California at Berkeley Law School, said libraries always have served two roles in society: They're places where people can get free information; and they're community centers for civic debate.

 

As books become more available online, that community-center role will become increasingly important for libraries, he said.

 

"It depends on whether we prioritize it as a funding matter, but I think there always will be a space for that even if all the resources are digital," he said.

Some libraries are trying to gain an edge by focusing on the "deeply local" material -- the stuff that only they have, said Blowers, the librarian in Ohio.

"How do we help add that value to a format like the Internet, which is expansively global?" she said. "So we look at what do we have here that we could help people gain access to by digitizing it."

 

That material can be used to start community discussions, she said.

 

Librarians

This shift means the role of the librarian -- and their look -- is also changing.

In a world where information is more social and more online, librarians are becoming debate moderators, givers of technical support and community outreach coordinators.

 

They're also no longer bound to the physical library, said Greenwalt, of the library in Skokie, Illinois. Librarians must venture into the digital space, where their potential patrons exist, to show them why the physical library is still necessary, he said.

 

A rise in a young, library-chic subculture on blogs and on Twitter is putting a new face on this changing role, said Linda C. Smith, president of the Association for Library and Information Science Education.

 

Some wear tattoos, piercings and dress like they belong on the streets of Brooklyn instead of behind bookshelves. They're also trying on new titles. Instead of librarians, they're "information specialists" or "information scientists."

Libraries like the "Urban Media Space," which is set to open in 2014 in Aarhus, Denmark, are taking on new names, too. And all of that experimentation is a good thing, Smith said, because it may help people separate the book-bound past of libraries from the liberated future.

 

"It's a source of tension in the field because, for some people, trying to re-brand can be perceived as a rejection of the [library] tradition and the values," she said. "But for other people it's a redefinition and an expansion."

 

Funding woes

In the United States, libraries are largely funded by local governments, many of which have been hit hard by the recession.

 

That means some libraries may not get to take part in technological advances. It also could mean some of the nation's 16,000 public libraries could be shut down or privatized. Schultz, of the Berkeley Law School, said it would be easy for public officials to point to the growing amount of free information online as further reason to cut public funding for libraries.

 

Use of U.S. public libraries is up over the past decade, though, and many people in the information and libraries field say they're excited about opportunities the future brings.

 

"I came into libraries and it wasn't about books," said Peter Norman, a graduate student in library and information science at Simmons College in Boston who says he's most interested in music and technology. "Sure I love to read. I read all the time. I read physical books. But I don't have the strange emotional attachment that some people possess."

 

"If the library is going to turn into a place without books, I'm going to evolve with that too," he said.

사람을 살리는 도서관

어린이책시민연대가 펴내고 있는 <어린이책과 삶>(2009년 7, 8월호, 제10호>을 훑어보았다. 지난 6월 4일 국회도서관에서 열렸던 '학교도서관 정상화를 위한 정책 토론회'(민주당 안민석 의원실, 학교도서관정상화를 위한 공동대책위원회 주최)에 대한 글을 읽었다. 어린이책시민연대 당진지회의 박은희 씨가 쓴 글, '도서관 정책토론회 다녀와서'라는 제목의 글이다.

 

박은희 씨는 "어이없고 기가 찼다"고 말하고 있다. 장소는 국회였고, 정책을 다루는 토론회였지만 교육정책을 입안하는 것과 관련된 사람은 한 명도 없는 요상한 토톤회가 되고 말았다고 탄식하고 있다. '인력'이라는 말의 문제점을 지적한 다음과 같은 대목은 거듭 곱씹어 보며 생각할 대목이다.

 

 

발제를 담당한 교수 한 분도 학교 도서관에 전문적인 능력을 갖춘 사서들을 배치해야 한다면서 '사서 교사들을 키웠으면 잘 써먹어야 한다. 효율적으로 자원을 이용해야 한다'고 했다. '그대로 방치하는 건 국가적인 낭비다. 학교 도서관이 제대로 되려면 전문 인력을 잘 써먹어야 한다'며 목소리를 높였다. 사람을 기계부품처럼, 상품처럼 대하는 것 같아 발제를 듣는 내내 기분이 찜찜했다. 사람을 지나치게 가벼이 여긴다는 생각이 들었다. 인간이 자원의 개념이 되어버린 것은 어제 오늘의 일도 아니요, 한 사람에게 책임을 물을 일도 아니다. 하지만 도서관 운동의 핵심은 사람을 살리는 운동이라는 다른 발제자의 말이 자꾸 떠올랐다. '학교도서관 정책에는 학교 도서관의 교육적 원리와 지향, 학교도서관이 추구하는 사회적 가치와 인간상이 기본 철학과 이념으로' 녹아 있어야 한다. '사람이 살아있는, 사람을 살리는 도서관이 되지 못한다면 아무리 화려하게 꾸며놓고 책만 빼곡이 들여 놓아도 의미가 없다'는 말에 공감이 갔다,  결국 그 '공간을 지배하는 것은 인간 정신이며, 돈이나 행정적 권력이나 매너리즘에 빠진 관료주의가 아닌 다양한 모습으로 살아있는 인간 정신이어야' 하는 것이다. 도서관이 살아난다는 것은 아이들의 꿈꾸는 책읽기가 가능해진다는 것이고, 그러한 책읽기를 통해 더 살맛나는 세상이 가능해진다는 것이다.

봉사자와 주인

공공도서관의 이용자는 크게 늘어나는 데 비해 직원 수는 줄어들고 있다. 여기에 2006년 말부터 본격적으로 시행되기 시작한 공공도서관 야간 개관 확대로 말미암아 공공도서관의 직원들이 어려움을 겪고 있다. 사람은 서비스를 감당할 만큼 충원되지 않는데, 서비스를 감당해야 할 시간이 늘어나는 데 따른 어려움이다.

 

공익요원이나 일용직 등 보조인력이 투입되고 있지만 역시 일시적인 대응일 수밖에 없다. 공공도서관의 지속성을 생각한다면 좀더 근원적이고 본질적인 해결방안이 마련되어야 한다.

 

2003년 근로기준법 개정을 통해 2004년 7월부터 주5일제 근무가 법제화되었고, 2011년까지 주당 40시간 근로를 고용근로의 기본조건으로 하게 되어 있음을 생각하면, 공공도서관의 직원들의 근로조건의 열악함이 도드라져 보인다. 우리나라 도서관의 운영이 일본과 흡사해서 주말근무가 보편화되어 있고 '특근'이 일상화되어 있지만 그런 서비스를 감당하는 것만큼 사회적으로 '대접'을 받지 못하고 있기 때문이다.

 

이런 현실 속에서 도서관연구소의 두번째 연구보고서로 발간된 <공공도서관 개관시간의 합리적 운영방안 연구>(연구책임: 정현태)를 보니, 그 기저에 깔린 도서관인의 사회적 '대접'에 대한 요구를 느낄 수 있었다.

 

주 40시간제에 의한 여가시간의 증가와 출산기피로 인한 고령인구 증가 등에 대해 정부는 공공문화기반시설의 개관시간 연장사업과 다자녀출산에 의한 양육비 지원 등 각종 대응정책을 내놓고 있다. 그러나 공공시설의 이용기회를 확대하여 국민의 여가생활을 개선한다는 정책의 이면에는 정작 공공도서관 직원들을 국민의 범주에서 배제하는 문제점을 내포하고 있다.(위 연구보고서, 114쪽)

 

공공도서관 직원은 '국민'이 아니란 말인가라고 주장하고 있는 것이다. 공공도서관 직원들도 국민으로서 누려야 할 기본적인 권리를 누려야 한다는 것이다.

 

이러한 주장에 대해 나도 적극 공감한다. 공무원들을 총정원제로 묶어서 늘어나야 할 공공서비스가 위축되는 것은 맞지 않다. 공공서비스가 늘어나야 한다면 당연히 그 서비스를 감당하는 사람들도 늘어나야 한다. 현 정부의 정책기조가 '작은 정부'를 지향한다고 해서 감당해야 할 공공서비스가 부실해지거나 공백이 생겨서는 안된다. 공공서비스를 비정규직 인력이 감당해서는 그 서비스의 지속성을 가늠하기 어렵다. 마땅히 지속되어야 하는 공공서비스라면 정규직으로 채용하여 그 서비스를 감당하도록 해야 한다.

 

이런 측면에서 이번에 발간된 <공공도서관 개관시간의 합리적 운영방안 연구>는 도서관인들의 하소연이자 청원이고, '작은 정부' 기조에 대한 간접적인 비판도 담고 있는 것이라고 이해해도 될 것이다.

 

그런데 이 연구보고서의 개선방안으로 제시하고 있는 것을 검토하면 '작은 정부' 기조에 대한 직접적인 비판을 아예 거론조차 하지 않을 뿐더러 제시되어 있는 방안도 아주 우회적인 것뿐이라는 인상을 지울 수가 없다.

 

이 연구보고서는 "공공도서관의 현 여건에서 개선할 수 있는 방향"을 제시한다고 하였다.(116쪽 이하) 건물의 구조적 변경, 공익요원 확보, 일반열람실 운영 및 관리를 시설관리 부서에서 담당, 무인 예약대출 반납기 설치 및 운영 활성화, 탄력근무제 실시, 2교대 근무 실시, 휴관일과 평일 중 대체휴무 사용, 수당지급 규정 개정 등등을 나열한 뒤에야 여덟번째로 정규직원의 증원을 언급하고 있다.

 

뭐랄까? 하고 싶은 이야기와 꺼내야 할 의제는 분명히 있지만, '현 여건'을 고려할 때 차마 다 하지 못하고 있는 답답함이 느껴졌다.

 

공공도서관의 야간 개관으로 직원들의 업무량도 많아지고 있으며, 제대로 휴식을 취하지 못함으로써 장기적으로 볼 때 서비스의 질이 저하될 우려가 있다, 현재로서는 비정규직 인력을 충원하여 요구되는 서비스를 감당하고 있지만 이또한 역부족인 실정이다, 당연히 정규직원의 증원이 요구된다고 결론을 도출해야 되는 것이 아닐까?

 

여기에 한 가지만 더 덧붙인다면, 문제점의 외적 요인으로 거론한 '이용자 우선주의'에 대한 것이다. 예를 들면 다음과 같은 지적은 나를 화들짝 놀라게 만든다.

 

공공시설 서비스현장에서 부지불식간에 드러나는 이용자와 직원간의 불합리한 가정, 즉, 공무원은 봉사자(Servant)이고 이용자는 주인(Master)이라는 불공정한 관계는, 성숙한 시민의식을 통해 교화되고 교정될 필요가 있다. (116쪽)

 

이는 공공도서관을 진정 이용자로서 이용해본 적이 없는 사람이 쓴 것은 아닌지 모르겠다. 과연 공공도서관에서 그 이용자가 주인이었던 적이 있던가. 물론 이용자들 가운데 일부는 과도한 '주인행세'를 하는 이도 있을 것이다. 하지만 우리 시민들이 느끼는 것은 여전히 공공도서관의 '문턱'이 높다는 것이다.

 

얼마 전에도 어느 독서모임의 전화를 받은 적이 있다. 도서관에서 독서모임을 열려고 하니, 곤란하다는 응답을 받았다는 것이다. 그 절차도 너무 까다로울 뿐만 아니라, 담당직원이 마치 아주 큰 청탁이라도 들어주는 것처럼 대응하더라는 것이다.

 

교화나 교정이라는 단어는 사실 개인적으로는 금기로 여기는 단어인데, 이 단어를 쓴 위의 문장을 '이용자의 시각'에서 고쳐보고자 한다. 우리 '국민'의 일반적인 인식으로는 아래 문장이 현실을 드러내는 표현일 것이다. 각종 공공기관에서 친절함을 강조하는 서비스헌장을 내걸어 놓아야 할 만큼 우리의 공공서비스가 진정 시민을 '주인'으로 여겨온 것은 아니었던 것이다.  

 

공공시설 서비스현장에서 부지불식간에 드러나는 이용자와 직원간의 불합리한 가정, 즉 공무원은 주인이고 이용자는 민원인이라는 불공정한 관계는, 성숙한 시민의식을 통해 지속적으로 교화되고 교정될 필요가 있다.

일본 그림책의 발자취

일본 치히로미술관 컬렉션 전시회  "일본 그림책의 발자취"

송파어린이도서관에서는 7월 1일(수)부터 16일(목)까지 "일본 치히로미술관 컬렉션-일본 그림책의 발자취" 전시회를 엽니다. 이 행사는 일본 치히로미술관과 송파어린이도서관이 공동 주최하며, 일본국제교류기금의 후원으로 이루어집니다.


사진 897_re이 전시회는 세계 최초의 그림책 전문 미술관인 <일본 치히로미술관 컬렉션> 중에서 일본 최고(最古)의 그림 두루마기인 8세기의 <에인가쿄>를 비롯하여 에도시대의 왕성했던 출판문화 속에서 나온 간행물, 서양의 근대 출판문화의 영향을 받아 탄생한 다이쇼 시대의 ‘어린이를 위한 그림 잡지’에 이르기까지 일본 그림책의 역사를 한눈에 볼 수 있는 전시회입니다.

헤세도서관 10주년-`보아하니 투쟁은 벌써 시작되었네`

헤르만 헤세(1877∼1962), 저의 독서체험에는 헤세의 책들에 빠져들던 청소년기가 있습니다. 아래 기사 제목은 '헤르만 헤세 탄생 132주년 및 목원대 '헤세도서관' 개관 10주년'이라 되어 있는데, 헤세가 탄생 132주년이 되었다는 것이 어떤 특별한 의미가 있는 것은 아닐 터이니, 그냥 '헤세도서관 10주년'이라 해야 할 듯싶습니다.

 

이 기사를 읽으면서 7년 전에 제가 썼던 글이 떠올랐습니다. 제목은 "보아하니 투쟁은 벌써 시작되었네"라는 것이었습니다. 저의 헤세 체험을 반추하면서, 헤세에 대한 새로운 수용이 필요하다는 점을 조심스럽게 언급한 글이었습니다. 오늘 다시 그 글을 꺼내어 읽어봅니다. 당시 이 글을 쓸 때, 대전 목원대 독문학과의 홍순길 교수님의 특별한 컬렉션으로 '헤세도서관'이 개관할 수 있었다는 것을 듣고 이 도서관을 방문하여 홍 교수닙을 한번 뵐 수 있기를 기대했는데, 어느덧 홍 교수님이 이 세상 사람이 아닌 것을 알게 되었습니다.

헤르만 헤세 탄생 132주년 및 목원대 『헤세 도서관』 개관 10주년 기념

독일 작가 헤르만 헤세 탄생 132주년 및 세계 최초 유일의 목원대『헤세 도서관』 개관 10주년을 기념하기 위한 한국헤세학회(회장 목원대 독일언어문화학과 정경량 교수) 심포지움이 7월 2일(목) 오후 2시부터 목원대 콘서트 홀에서 열린다.

심포지움은 헤세 문학의 대중화를 위해 ‘헤세와 나’를 주제로 헤세 전문가(황진, 장정자)들과 애독자(조분희, 노정화)들이 한 자리에 모여 개인적으로 헤세와 관련된 잊을 수 없는 체험 등을 함께 나누는 자리로 마련된다.

이밖에도 정경량 교수의 ‘한국인이 작곡한 헤세의 시와 노래’, 김정식 선생의 ‘헤세의 시와 노래 연주’, 한기상 씨의 ‘색소폰 연주’ 등이 함께 이루어진다.

특히 이날 심포지움에서는 자신의 소장자료로 헤세 도서관 개관을 이끈 故 홍순길 교수에게 감사패를 전달할 예정이다.

헤세 도서관은 지난 6월 15일 소천한 목원대 독일언어문화학과 故 홍순길 교수가 지난 1999년 개관한 세계 최초 유일의 헤세 전문 도서관으로, 실물 도서관과 인터넷 도서관을 이상적으로 결합한 미래형 도서관이다.

 

또한 산문과 운문의 작사로써, 화가로써의 헤세에 관한 자료를 완벽하게 갖추고 있어 헤세 동호인이나 전문 연구자들에게 학술적인 전문 자문을 하고 있으며, 헤세 관련 각종 방송매체의 패널과 자료를 제공하고 있다.

소장 자료로는 헤세 초판본 20권, 제1차문헌(헤세의 글) 원서 323권, 번역서 403권, 제2차문헌(헤세에 관한 글) 외국서 1147편, 국내서 398편, 헤세관련문헌 136권, 시청각 자료 429점 및 기타 자료 120점을 보유하고 있다.

헤세 도서관은 목원대와 한국헤세학회는 물론 독일 헤세 전문 Suhrkamp 출판사, Calw 박물관, Montagnola 박물관을 비롯해 헤세의 아들 Heiner Hesse, Volker Michels, Michael Limberg 등 다수의 국내외 기관과 개인들이 후원하고 있다.

-헤르만 헤세, 그는 과연 사춘기 취향의 작가일 뿐인가

헤세와 다시 만난다는 것
헤르만 헤세 탄생 125주년 기념행사(Hermann Hesse 2002)가 그의 고향인 독일 칼브 시를 중심으로 열리고 있다.

지난 6월 29일 시작돼 오는 8월말까지 펼쳐지는 이번 축제에는 다채로운 행사가 마련됐다는 소식이다. 칼브 시에서는 '어느 곳에서나 예술과 문화가'라는 슬로건 아래 200개 이상의 행사를 준비했다. 그리고 함께 열리는 제11차 헤르만 헤세 국제 콜로키움에서는 헤세의 소설 <싯다르타>을 새롭게 조명하며, 음악회에서는 <싯다르타>를 주제로 작곡된 마티아스 보니츠의 작품에서부터 미국의 록밴드 스페픈 울프의 록음악까지 들을 수 있다고 한다.

청소년 시절 <데미안>이나 <수레바퀴 밑에서> 등의 작품을 한 두 권쯤 읽었던, 그리하여 세계의 여느 작가보다 우리에게 친숙한 헤세. 한쪽 얼굴만을 보아왔을지 모를 헤세와 새로운 만남을 가져 본다.<편집자>


정지용이란 시인이 있다. 백석이라는 시인이 있다.
이들 시인의 작품들은 한때 읽을 수도 출판할 수도 없었던 시인들이었다. '대∼한민국'에서 이들 시인을 공개적으로 다시 읽고 논의할 수 있게 된 것은 1988년 월북 작가들에 대한 대규모 해금 조치가 취해진 이후였다.

해금 이후, 마치 땅 속에 묻혀 있던 보물을 다시 꺼내어보는 것처럼 사람들은 이들 시인의 언어가 뿜어내는 빛에 이끌렸다.

독일(서독)에서 헤르만 헤세(Hermann Hesse, 1877-1962)의 문학이 겪어야 했던 것도 이들 해금 작가들의 경우와 그리 멀지 않았을 것이라 생각된다.

제1차 세계대전이 발발했을 무렵, 헤세는 전쟁에 대해서 단호한 태도를 보였다. 군국주의의 길로 나아가고 있던 게르만 민족을 향하여 '오 친구여 그런 음조로 말하지 마오'와 같은 글을 곳곳에 발표했다. 헤세는 당시 독일이 지향하고 있었던 패권주의와 게르만 민족의 결속을 주장하는 국가주의, 혹은 심각한 국수주의의 경향과 광란에 맞서 싸우는 것이 인류의 과제라고 생각하였다. 그리하여 그에게는 '조국이 없는 놈' '자기 둥지를 더럽힌 새'와 같은 비난이 쏟아졌다.

1939년 제2차 세계대전이 발발했을 무렵, 헤세의 문학은 나치에 의해 '탐탁치 않은 문학'으로 낙인 찍혔고 그의 작품은 출판이 금지되어 전쟁이 끝날 때까지 출간되지 못했다. 헤세는 나치의 반유태주의 정책에 대해 적극적으로 반대의 입장에 서 있었기 때문이다. 헤세는 이렇게 말했다. "어떤 문인도 나만큼 1933년 이래로 망명자와 유태인 편에 선 사람이 없다"고. 나치의 눈으로 볼 때 헤세는 '유태인 용병'처럼 보였던 것이다.

전쟁이 끝난 뒤에도 독일(서독)의 문예연감에서 헤세는 자주 누락되었다. 헤세가 중립국 스위스 국적의 사람이었기 때문이라고 생각할 수도 있겠지만, 그런 것이 아니었다. 헤세는 독일인의 민족감정을 거스르는 작가였기 때문이었다. 보수적인 문학연구자들은 헤세를 낭만주의의 울타리에 가두어놓고 싶어했다. 그리하여 헤세에 대한 '낭만주의의 마지막 기사'라는 규정은 굳어지는 듯했다.

그러나, 헤세 유고의 책임 편집자인, 주어캄프 출판사의 폴커 미헬스의 20년에 걸친 노력 끝에 헤세의 정치평론집 <양심의 정치>(Politik des Gewissens)가, 1977년 헤세 탄생 100주년에 즈음하여 출판되자 헤세를 더 이상 비정치적인 작가로 보기는 어렵게 되었다. 헤세의 '정치'에 대한 논의는, 1983년 메사추세츠 대학의 제14차 암헤스터 콜로키움에서 '헤르만 헤세와 그의 시대--정치적 비평적 국면'이라는 학술대회가 열린 뒤 더욱 더 가속화되었다.

서정적이고 목가적인 작가에서 '문제의식을 지닌 이방인'으로

헤세 연구가인 홍순길 교수(목원대)는 '헤르만 헤세의 소설 작품에 나타난 정치적 요소'라는 논문에서, 헤세의 문학이 '낭만주의'라는 울타리를 넘어 현실 정치와 긴밀하게 호흡했던 측면이 새롭게 인식되고 있는 점을 이렇게 언급한 바 있다.

"헤세의 생애와 작품에 있어서 큰 획을 긋는 하나의 사건은 바로 제1차 세계대전이었다. 많은 헤세 연구학자들은 그래서 제1차 세계대전부터 1930년 전후를 가리켜 그의 작품과 생애의 위기 및 변혁 시대로 보고 있다. 그가 비록 그 자신을 가리켜 완전히 '비정치적이고 아시아적 수동성의 신봉자'라고 (말하며) 극구 부인하지만 그는 뱀이 허물을 벗듯이 다시 태어났으며 정치적 색채를 띄기 시작했으며 오히려 시대와 맞서 싸우는 것을 그의 작가적 사명으로까지 여기게 되었다. 시대는 그를 그냥 놔두지 않았다. 그가 시대에 항거하지 않으려고 해도 시대는 그를 더 이상 낭만주의 작가로, 내면성을 추구하는 은둔주의자로 또 내적 신비주의자로 놔두지 않았다. 자신을 방어하지 않으면 작가로서뿐만 아니라 그 시대의 양심과 정신을 수호하는 사람으로 존재할 수(밖에) 없었던 시대에 그가 살고 있었기 때문이다. 그는 서정적이고 목가적인 작가에서 '문제의식을 가진 자로서 그리고 이방인'으로서 새롭게 태어났다."

적어도 헤세 연구가들 사이에서는 마치 뱀이 허물을 벗듯, 헤세는 서정적이고 목가적인 작가에서 '문제의식을 지닌 이방인'으로 새롭게 태어났던 것이다.

그러나, 독서대중에게 헤세의 문학은 여전히 소년 소녀의 취향에나 어울리는, 청소년기에 한번 읽어보아야 할 작품으로 인식되고 있는 듯하다. 부모의 기대에 부응하기 위해 공부에 매진하고 신학교에 진학하지만, 끝내 죽고 마는, <수레바퀴 밑에서>(1906)의 주인공 한스에게서 '입시지옥'을 겪고 있는 중·고등학교 학생들이 동질감을 느꼈다는 이야기나, <데미안>(1919)을 읽으며, "새는 알에서 나오려고 싸운다. 알은 곧 세계다. 태어나려고 하는 자는 하나의 세계를 파괴하지 않으면 안 된다. 그 새는 신을 향해 날아간다. 그 신의 이름은 아브락사스라고 한다"라는 말에 밑줄을 긋고 연약한 싱클레어가 되어 데미안을 찾고 있다는 식의, 청소년들의 독후감을 여전히 쉽게 만날 수 있다.

분명, 헤세의 작품에는 내면의 목소리에 귀를 기울이고, 더욱 더 자기 자신의 본질에 접근해나감으로써 자아를 완성하고자 하고 또 그렇게 '개인'을 완성함으로써 오히려 개인의 틀을 벗고 사회로 나아가는 주인공들이 거듭 등장한다. 카멘친트, 싱클레어, 싯다르타, 클링조어, 하리 할러, 골트문트, 크네히트 등등. 이런 인물들이 청소년들의 마음을 앞으로도 계속 사로잡을 것이라는 점은 분명하다.

헤세 연구자들이 인식하고 있는 '정치적인 작가'와 흔히 통념적으로 인식되고 있는 '사춘기 취향의 작가'라는 데에는 엄청난 차이가 있음을 알 수 있다. 그래서 과연 이런 차이는 어떤 의미가 있는지, 어떻게 극복될 수 있을 것인지 묻게 된다. 과연 이 땅에서 헤세의 문학은 '사춘기 취향의 작가'라는 허물을 벗을 수 있을 것인가?

여기서 잠시 헤세의 문학을 수용하게 되는 과정을 잠시 짚어볼 필요가 있을 듯싶다.

헤세의 문학을 수용하는 각 나라마다 또 민족마다 각기 다른 수용 환경이 있었다.
한국에서 헤세의 문학 수용은 우선 일제 시대 일본의 번역문학을 통해서 시작된 것이었다. 회화에서 인상파 화가들에 대해 일본의 미술계가 과도하리만큼 편향된 집착을 보여주었던 것이 아직까지도 우리 한국인의 미술 이해에 영향을 끼치고 있는 것처럼, 헤세의 문학에 대한 이해에서도 일본인들의 '취향'--헤세를 '유럽에 태어난 동양인'으로 받아들이는--이 영향을 끼친 측면이 있는 듯싶다. 그 다음으로 지적되어야 할 것이 1946년 헤세가 노벨 문학상을 받았을 때나 1962년 그가 사망했을 때 언론과 출판계가 보였던 반응이다.

이러 저런 계기를 통해서였을까. 헤세의 몇몇 작품들은 매년 청소년 추천도서 목록에 거의 빠짐 없이 등장하였다. 헤세는 지난 이삼십 년 동안 독일의 어느 작가보다도, 또 국내의 어느 작가보다도 한국에서 더 유명한 작가이자 인기 있는 작가였다.

마약을 하기 전에 반드시 읽어야 할 교본?

그런데 흥미로운 것은 영미권에서 전혀 다른 맥락에서 헤세의 문학을 받아들이고 있었다는 점이다. 헤세의 작품이 콜린 윌슨의 <아웃사이더>(1956)에서 "현대 문학에서는 거의 그에 필적할 만한 것을 갖고 있지 않다"는 평가를 받은 바도 있지만, 더욱 놀라운 것은 1960년대 비트족 또는 히피족들에 의해 헤세는 '성자'로 떠받들어졌다는 사실이다. <유리알 유희>(1931)를 그들이 환각체험을 바탕으로 쓴 작품으로 이해했다는 이야기나, <황야의 이리>(1927)를 마약을 하기 전에 반드시 읽어야 할 교본으로 삼았다는 식의 이야기는 우리 독자들에게는 무척 낯선 이야기일 듯싶다.

베트남 전쟁 당시 미국의 청소년들이 열렬히 헤세에 빠져들며 '헤세 붐'을 일으켰을 때, 미국의 보수적이며 '도덕적인' 백인·남성·신교도들은 불쾌감을 드러내며 헤세를 셰익스피어나 헤밍웨이, 솔제니친과 함께 '블랙 리스트'에 올려놓았다고 한다.

우리 사회에서 헤세가 가장 널리 읽혔던 때는 1970년대와 1980년대였고 1990년대 이후 헤세에 대한 열기가 식어가고 있다고 헤세 연구가들은 지적한다. 왜 그럴까. 분명, 헤세의 문학에는 폭압적인 시대를 살고 있는 이들을 빨아들이는 그 무엇이 있지만, 시대가 변함에 따라 독서욕구도 변하기 때문일까.

1990년대 이후 헤세의 문학이 우리 사회와 접점을 이루었던 부분은 '폭압적인 시대를 살고 있는 이들을 빨아들이는 그 무엇'이라기보다는 <정원 일의 즐거움>(2001년에 간행됨)처럼 자연 친화적인, 노장(老莊)적인 삶을 살았던 헤세의 면모라는 생각이 든다. 이른바 녹색 사상이 헤세의 문학을 새롭게 볼 눈을 제공했던 것이다.

이쯤 되면, 우리가 기존에 가지고 있었던 '사춘기 취향의 작가'라는 허물이나 헤세 연구가들이 언급하는 '정치적인 작가'의 면모, 이 모든 헤세 문학에 대한 상(像)을 허물고 진정 새로운 눈으로 헤세 문학을 만나보아야 할 것 같은 생각이 든다. 과연 헤세는 누구인가. 헤세의 문학은 어떤 문학인가. 헤세의 문학은 아직도 땅 속에 묻혀 있는 보물일까.

헤세를 새롭게 만나고자 하는 이들에게 도움을 줄 수 있기를 기대하면서 이 글을 썼지만, 두서없는 글이 되고 말았다. <유리알 유희>에서 신비로운 인물인 '음악의 노대가'가 크네히트에게 해주었던 말로 이 글을 마무리해야겠다.

"진리는 분명 있지. 그러나 자네가 바라는 '가르침', 절대적이고 완전하고 오로지 그것만으로 현명하게 되는 그런 가르침은 존재하지 않네. 자네는 완전한 가르침이 아니라 자네 자신의 완성을 바라야만 하네. 신성(神性)은 개념과 책 속에 있는 것이 아니라 자네 속에 있어. 진리는 체험되는 것이지 가르쳐지는 것이 아니라네. 싸울 각오를 하게나, 요제프 크네히트, 보아하니 투쟁은 벌써 시작되었네."

도서관 노래

아주 우연히 유투브에서 '도서관 노래'를 만났습니다. 대만의 영상입니다. 제목은 "早安,圖書館".  "안녕 도서관". 이렇게 번역하면 될까요?

 

소개는 "為臺大圖書館的圖書館之歌,由盧廣仲作詞及演唱。呈現出臺大圖書館的生活故事"이라고 되어 있습니다. 졸역을 하면. "국립대만대학도서관을 위한 도서관의 노래, '노광중'이 작사 작곡,   국립대만대학도서관에서의 생활사를 노래했다" 정도가 되지 않을까 싶습니다. 흥겨운 리듬에 영상도 아주 재미가 있습니다.

동대문구정보화도서관 3주년

동대문구정보화도서관이 개관 3주년을 맞아 책 나눔잔치인 '책 벼룩시장'을 열었습니다. 주민들이 헌 책을 가져와 싼 값에 팔고 이웃과 함께 책을 나누어보는 행사였습니다. 이와 함께 동대문구정보화도서관은 개관 3주년 기념 전시회를 열었습니다. 수요인문학, 북세미나, 고전읽기 등 도서관의 3년 역사를 담은 사진전이었습니다.
